South Carolina's State plan for achieving equity and equal opportunity in public colleges and universities, beginning July 1, 1986, is presented. The purposes of the plan are to provide policies, goals, and strategies for continuing efforts to eliminate racial discrimination in the State's public higher education system, and to provide estimates of personnel and financial resources required to implement the plan and to monitor and report annually on implementation of the plan. The plan is divided into the following sections: (1) desegregation of student enrollment, faculty, staff, and governing boards of institutions of higher education (including student recruitment and retention, affirmative action, white student enrollment at traditionally black institutions, black representation on governing boards, financial assistance, institutional grants, school district projects, and graduate incentive fellowships); (2) maintaining enhancement measures at traditionally black institutions; (3) statewide monitoring, coordination, and budget; and (4) appendices (commission staff and the text of a commission response to a question concerning increasing minority representation on governing boards).
