Agriculture and Locality Interrelationships: Perspectives of Local Officials and Farmers.

The focus of this study is the impact of urban activities (such as industry) and local governments on agriculture and the impact of agriculture on localities. This report is based on a qualitative study of an agricultural county, and interviews with community and county officials and farmers. The perceptions and opinions of officials are compared with those of the farmers. Because of the lack of research on this topic, open-ended questions were used to provide the widest opportunity for each group to select their own responses. This approach yields results which reflect significant differences of opinion of these three groups and the differences in the meaning the groups ascribe to such common terms as "agricultural activities." Increased non-agricultural development appears to have produced a shift toward commercial development efforts in local communities and county industrial development (including agribusiness) at the county level. These trends appear to give reduced importance to policies that might assist the average farmer. These findings may portend a shaky future for collaboration among the groups studied.
