This report presents a summary of the Committee on Education and Labor action on H.R. 3424, the "Overseas Teacher Act of 1988." H.R. 3424 requires the establishment of a uniform system of filling vacant teaching positions in overseas schools operated by the Department of Defense. It principally addresses two issues: (1) the hiring of teachers; and (2) the implementation of an ongoing, effective transfer program. This report contains (1) the committee's recommendation that the bill be passed as amended; (2) the text of the proposed amendments; and (3) a summary of the bill together with an explanation of the amendments. In addition, the bill is analyzed section-by-section, cost analyses are given, and changes in existing law caused by the bill are noted.
