Content Specification for Test Development.
Shayne, Vivian T.
A target partition analysis (TPA) was used to help seven subject matter experts, with little expertise in testing, evaluate relationships among test items. The subjects were experts in Income Maintenance in the field of public assistance work; they were trainers affiliated with the Professional Development Program's Income Maintenance Training Institute. Content specification of test items was achieved by comparing and contrasting individual expert's categorizations of test items. Expert models were evaluated, using the TPA, in terms of category clarity, similarity to other expert models, response style, and model elegance and parsimony. These analyses were also conducted to facilitate the development of internally consistent "testlets," which could be used to better evaluate pre- to post-test change. Results suggest that the TPA is useful in helping subject matter experts in test development efforts. (Author/TJH)
