A model for staff development called "Staff Development/Organizational Development" (Wood/Thompson/Russell, 1981) describes a process for designing inservice that is systematic and comprehensive. The model was developed through an analysis and synthesis of the literature and research related to staff development. This paper briefly describes the assumptions underlying the five stages of the model (Readiness, Planning, Training, Implementation, and Maintenance) and the practices which define the process of designing staff development. A report is given of the results of a national study that was conducted in early 1981 to determine the extent to which practitioners and professors of education with expertise in staff development believed these practices should be used and were being used to design inservice programs across the United States.
