This volume was written to reflect an increased awareness of the complementary roles played by science and engineering research and engineering in creating both new knowledge and new technological products and processes. It was designed to provide a broad base of quantitative information about the structure and function of science and technology in the United States in order to inform national policymakers who must allocate resources to these activities. Many feel that it is essential to this process that policymakers understand indicators well enough to properly support basic research, applied research and development, innovation and education.
