Intended to provide the schools of California with a standard for assessing their existing writing programs and a tool for designing new programs, this handbook addresses both the content and the teaching methodology of a writing program. Sections of the handbook provide (1) background information on the teaching of writing; (2) a discussion of the writing process through its many stages; (3) advice on implementing a school-wide writing program; (4) the important elements to consider when establishing a staff development program for the teaching of writing; and (5) a checklist for assessing a school's writing program. The discussion of each writing component includes a narrative and suggested activities, which are adaptable to various grade levels. A list of selected references appears at the end of the handbook, and suggestions for further reading appear throughout the document. (MHC)
