A course in English as a second language for diplomats, offered in Washington, D.C. is described. The course consists of two levels: the first aims at non-native speakers of English with threshold proficiency, and the second is designed for current and prospective personnel in foreign diplomatic services of non-English-speaking countries. The first level prepares students for the second. The design and content of each course level is outlined in some detail and the rationale for offering the course is discussed. Aspects of program management such as student selection and placement, class size, teacher selection and placement, teacher control of the curriculum, costs, and evaluation are also examined. (MSE)
