The U.S. General Accounting Office (GAO) undertook a study of Gallaudet University's pre-college national mission activities which focus on (1) research, development and evaluation of teacher guides and other educational materials for hearing-impaired students and (2) dissemination of these products and technical assistance to educators of the deaf. The study found inadequacies in Gallaudet's accounting system that makes it impossible to determine exactly what proportion of the pre-college budget is being spent on national mission activities (as opposed to the expenses of operating the model elementary and secondary schools which are also part of the program), but estimated total national mission expenditures at about $9 million annually. Recordkeeping on individual research projects was found to be sporadic and projects were not well monitored. Strong customer satisfaction was found among recipients and users of pre-college products and services, although it was determined that Gallaudet's marketing strategy, which relies primarily on the bookstore catalog, has resulted in limited dissemination. The GAO recommended improvements in the accounting system, development of written policies and procedures for approving and monitoring research projects, and re-evaluation of the overall pre-college marketing strategy to increase availability of products and services to the hearing-impaired.
