This handbook, which is designed to explain the steps entailed in organizing and administering a volunteer adult literacy program, is organized into three main sections. The following topics are discussed in the opening section on program organization: planning a program calendar; recruiting, training, and establishing the duties of the program board; developing a budget and obtaining funds by writing proposals; and planning and implementing an evaluation, using experts in evaluation, and incorporating evaluation results into program planning efforts. The second section, on direct service management, deals with keeping records and writing reports as part of a program's accountability efforts; recruiting and interviewing volunteers; and providing tutors with orientation, preservice, and inservice training; matching students and tutors; providing supportive services to students and tutors; and recognizing the work of volunteers. The third section is a reprint of an article by Jonathan McKallip entitled "Use Volunteers Successfully." Appendixes include a bibliography, a list of terms commonly used in Literacy Volunteers of America publications, job descriptions for a basic reading/English as a second language tutorial project, and sample fundraising letters and forms.
