Unrealized Promises: Ensuring the Educational Rights of Deaf/Hard of Hearing Youth.

The report evaluates the impact of present education laws on deaf and hard-of-hearing children in Washington State and clarifies issues that require action. Recommendations are cited for improvements in placement decisions (in the context of least restrictive environment), support services, early intervention, and referral and assessment. Standard personnel competencies for professionals are suggested, and both preservice and inservice training are recommended for early childhood professionals who work with deaf or hard-of-hearing children in early intervention programs. Short-range recommendations focus on such disparate issues as the needs of multihandicapped deaf/hard-of-hearing students, parent education, rural services, standards for educational interpreting services, and designation of a uniform sign language system for public school classroom instruction. Recommendations to public schools suggest improvements in the qualifications of support services staff, interpreter services, evaluation of children's educational needs, and continuity in available services. Recommendations to the Washington State School for the Deaf are also cited. A final section addresses the need to establish and promote resource coordination and networking within and for the deaf and hard-of-hearing community. (JW)
