This report presents information on Wisconsin state legislation dealing with mental health issues. Part I provides descriptions of key provisions of four 1987 state senate bills. Part II reviews the activities of the Wisconsin State Legislative Council's Special Committee on Mental Health Issues. Parts III, IV, V, and VI describe the background and major provisions of the four mental health bills: (1) 1987 Senate Bill 351, relating to commitment standards and procedures for and alternatives to commitment; (2) 1987 Senate Bill 352, relating to outpatient mental health treatment of minors 14 years of age or older; (3) 1987 Senate Bill 353, relating to local assistance for community support programs and guardianship grants; and (4) 1987 Senate Bill 680, relating to services for and commitments of mentally ill inmates and criminally committed persons.
