This report was written for the Advisory Committee on Mentally Ill Inmates of the Wisconsin State Legislative Council's Special Committee on Mental Health Issues. It describes mental health services to inmates of Wisconsin's state prisons. Part I describes the organization of state level responsibilities for corrections, including the state corrections administrative structure and budget, the state correctional institutions and centers, and the structure for the delivery of mental health services to inmates of state correctional institutions and centers. Part II describes the provision of mental health services to inmates of state correctional facilities through clinical services programs at the institutions, the Wisconsin Resource Center, and commitment to a state mental health institute. This section also describes services provided to persons on probation and parole. Part III describes administrative rules relating to the use of psychotropic medication in state correctional facilities and a 1985 report on the use of those medications. Part IV describes training given to state correctional officers on the needs of inmates for mental health services. Appendices include organizational charts of the Wisconsin Department of Health and Social Services and tables of data on Wisconsin corrections institutions populations, clinical service staff and consultants, and state resource center staff positions.
