This report, written for the Wisconsin State Legislative Council's Special Committee on Mental Health Issues, describes mental health services in Wisconsin. Part I summarizes the state and county organizational structures and responsibilities for mental health services and provides an introductory summary of funding sources for those services. Part II discusses inpatient mental health services provided through specialty hospitals, psychiatric units at general hospitals, and nursing homes. It includes information on service requirements, numbers of patients served, patients' lengths-of-stays and diagnostic categories, and county expenditures for services. Part III describes outpatient, residential, and other community-based mental health services. It includes information on the types of services and programs provided, numbers of clients served, clients' diagnostic categories, and county expenditures for services. Part IV discusses funding sources and amounts for county expenditures for mental health services in Wisconsin and for the state operation of Mendota and Winnebago Mental Health Institutes. Twelve tables are included, and five appendices provide data on inpatient, outpatient, sheltered employment and residential programs expenditures by county mental health boards as well as types of community services for which fees are exempt, optional, or mandatory, (NB)
