The Michigan Council on Vocational Education evaluated the coordination between vocational education and the service deliverers of the Job Training Partnership Act (JTPA) in the state in order to comply with the mandates of the Carl D. Perkins Vocational Education Act of 1984. The purpose of the study was to describe the structure and job training activities taking place in each service delivery area (SDA) and, where appropriate, the participation of vocational education, thus resulting in a statewide case study. The statewide data were compiled based on interviews with administrators responsible for implementing vocational education and JTPA in each of the state's 26 SDAs. The statewide case study includes aggregate information on the JTPA Title II-A 78 percent adult and youth programs, the 8 percent education coordination and grants program, and the perceptions of the overall coordination between vocational education and JTPA from all of the 26 SDAs for program year 1986. From the research, the council determined that the coordination between vocational education and JTPA including the use of the vocational education program delivery systems for training is as varied as any continuum. In some SDAs, the vocational educators and job training providers have achieved effective results, and in others coordination is minimal. Based on the study, the council made recommendations for changes in the Perkins Act and JTPA legislation and in state agency cooperation. (KC)
