Implementing Open Learning in Local Authority Institutions. A Guide for Institution Managers and Local Authority Officers. Second Edition.
Dixon, Ken
This guide on implementation of open learning in Great Britain provides information on resourcing, resource deployment, and costing and pricing. It begins by drawing attention to points of importance to those engaged in forming policy on the provision of open learning. These are presented in a series of flowcharts giving quick reference to relevant paragraphs in the text and related entries in the appendixes. The introduction reviews the advantages of open learning and indicates the feasibility of its implementation within present regulations and agreements. The section on open learning and the client sets the context of the guide through a brief overview of the nature of open learning and the types of provision involved. It reviews a range of aspects of learner-centered provision and indicates the role change for institutions and staffs when open learning is implemented. The section on resourcing examines the funding of open learning provision and considers how it might be funded. It identifies opportunities for the generation of income and deals with the measurement of work volume in open learning. The section on resource deployment considers establishment of academic staff workloads, the role of support staff, and review of facility usage and equipment requirements. The section on costing and pricing examines the importance of cost information and reviews pricing criteria. A summary lists recommendations. Fifteen appendixes give examples and references that support or amplify the text. (YLB)
