After explaining why more choice among schools is a good idea, this paper provides details and evaluations of state plans for increasing choice in schools, delineates the characteristics of a desirable school choice plan, and advises parents on choosing schools. Current school choice policies in the following states are briefly summarized: Alaska, Arizona, California, Colorado, Florida, Iowa, Louisiana, Massachusetts, Missouri, Minnesota, New York, North Carolina, Virginia, Washington, and Wisconsin. The evaluations of these policies conducted by Massachusetts, Minnesota, and Washington are then reviewed in detail. Options are then discussed for parents who are dissatisfied with the choices currently available to them in their local school district, and guidance is provided for gathering information about a school, visiting a school, and taking various steps before making a final decision about a school. The author concludes that with the proper research, advice, and guidance, families can make good decisions about schools for their children. (TE)
