The collective bargaining agreement between the State of California and California State Employees' Association (CSEA) Bargaining Unit 3, representing all employees in education and library services, is presented covering the period July 1, 1985 through June 30, 1987. The 23 articles cover the following: recognition; CSEA representation rights; organizational security; state rights; general provisions (no strike, no lockout, individual agreements, savings clause, reprisals, supersession, non-discrimination, sexual harassment); grievance and arbitration procedure; holidays; leaves (jury duty and vacation, sick, bereavement, parental, adoption, union, unpaid, 10-12, and educational leaves); health and welfare (e.g., dental plan, vision service plan, employee assistance, and disability leave); health and safety (e.g., video display terminals, personal alarms, restrooms, and protective clothing); salaries, including merit adjustments, night shift differential, bilingual differential, and timely payment; allowances and reimbursements (e.g., moving, travel, uniform replacement); career development (e.g., release time, training); classification; employment opportunity transfer; layoff; retirement; permanent intermittent appointments; hours of work and overtime; child care; miscellaneous (e.g., class size, student discipline, recognition of authorship); exempt employees; and entire agreement and duration.
