Teacher empowerment and participation is essential for successful reform of education. This paper considers basic school/university partnership needs, including off-campus study opportunities, university experience in such partnerships, decision making and implementation procedures, faculty attitudes toward teachers, and needs assessment processes. An overview is provided of Project Linkage, a partnership developed betwen Long Island University (New York) and a New York City school district, that sought to provide staff development opportunities for teachers. The project's goals, background, and design are discussed. The course sequence for a master's degree program established by the partnership is also described. (CB)
