In June 1984, the State Board of Education adopted the Oregon Action Plan for Excellence which established the direction for school improvement in the state for the next decade. A central concept of the Action Plan is that while the state will determine what must be taught in public schools, the schools will determine how it will be taught. This document is intended to provide the essential information which local districts need to merge state curriculum expectations with their own local determinations for mathematics K-12. The report contains the following sections: (1) introduction; (2) executive summary of content strands; (3) grade level teaching emphasis; (4) instructional themes; (5) staff development; (6) organizational patterns and teaching considerations; (7) comprehensive goals and outcomes (comprising more than half the document and charting expectancies for grades K through 8 as well as grade 11); and (8) bibliography.
