The practical steps outlined in this manual are based on the experience of establishing Marquette (Michigan) Alternative Senior High (MASH), organized in 1978 to serve rural youth who had dropped out or were not benefiting significantly from the regular high school programs. Chapters are organized in chronological progression and each refers to worksheets that, when completed, form a framework for an alternative program. Chapters 1 and 2 discuss determining needs of students and reaching a consensus on program philosophy. Chapter 3 deals with defining the program including goals, target population, and curriculum. Chapter 4 summarizes approaches to funding and sources of financial aid. Chapter 5 covers site selection, student recruitment, staff selection, and other phases of starting a new school. Chapter 6, on policies and procedures, prompts consideration of forms of internal governance. Chapter 7 notes the non-academic problems facing alternative education students and suggests ways of providing support services. Chapters 8 and 9 describe the curriculum and the emphasis on employability as a basic skill. Chapter 10 discusses a variety of professional training activities, and Chapter 11 considers accountability through student assessment and program evaluation.
