This report presents the findings of a survey of New York State Library System administrators and governors designed to provide an empirical benchmark of opinion within the New York State library system and to aid in discussion, evaluation, and planning at the library systems conference. Survey data were collected by means of telephone interviews with 152 library system administrators and governors during the week of March 2-9, 1987. Following a depiction of the characteristics of survey respondents in two tables, overall findings are presented for the areas of library system priorities, intersystem cooperation, problems of cooperation within library regions, solutions to intersystem problems, and expectations for future changes in library system services. Analyses by specific library region, type of system, and position of the respondent in the library system are included in 24 tables and six graphs. In addition, the following information is appended: (1) the disposition of responses; (2) the survey questionnaire; (3) other priorities for systems by region; (4) other problems for systems by region; (5) other solutions for intersystem problems by region; and (6) other change factors expected to affect library systems over the next five years.
