The project described in this document was conducted in Virginia during the 1986-87 academic year to develop a model inservice program that would assist school personnel in providing vocational guidance for secondary school students with limited English proficiency. The project directors collected materials, searched the relevant professional literature, and consulted with experts in the field. The model inservice program was implemented with a group of secondary school counselors and teachers. After reviewing the evaluations provided by the participants in the program, the authors revised the model inservice program. The final product was an instructor's manual containing workshop activities, a classroom guidance unit, and an evaluation instrument. The guide, which makes up the majority of this report, covers the following topics: workshop formats, cross-cultural counseling, communications, assessment, workshop for parents, and 10 sessions of a career guidance unit (exploring interests, exploring work values, exploring career options, using career information resources, understanding work life in the United States, meeting career role models, finding employment, completing job applications, interviewing, and writing a resume). A financial aid handout and a workshop evaluation are included. The model inservice program is believed to have the potential of making a significant impact in the delivery of vocational guidance services for students with limited English proficiency if school personnel are trained to implement it.
