This booklet, prepared by the Wyoming Department of Education, lists roadblocks that impede the development of young people and suggests measures to be taken by the family, the community, and the schools to remove them. Data on youth involvement are given for Wyoming and for the United States on the following topics: (1) dropping out of school; (2) use/abuse of alcohol and drugs; (3) teen pregnancy; (4) suicide; (5) illiteracy; (6) violations of law and institutionalization; and (7) violence. Recommendations are made for local and state level interventions which may lessen or alleviate these problems among school populations. The booklet contains an evaluation form for the reader to complete regarding the booklet and the issues presented therein. (VM)
