This handbook concerns the victimization of children, community awareness of child abuse, what Texas law demands of educators, in-service training on child abuse and neglect, and implementing anti-victimization programs for children. The victimization of children is discussed in terms of four basic types of victimization, facts and myths about victimization, and profiles of perpetrators. Community awareness and community coalitions are then considered. A community assessment checklist is provided. The discussion of the demands of Texas laws on educators includes information on the reporting law, reports of child victimization, identification of abuse and neglect, and physical and behavioral indicators. A transcript of Chapter 34, Texas Family Code: Report of Child Abuse, is provided. Material on in-service training about child abuse describes House Bill 986 concerning mandated in-service training and discusses sources of teacher training, suggested content of training, and the use of hypothetical scenarios. Included are teacher in-service worksheets. The implementation of programs for children is discussed with regard to teaching personal safety and criteria for an effective anti-victimization program. Also provided are an action plan format and examples of criteria-guided pre-implementation program evaluation for various levels of school. Appendices provide information about responding to disclosures, help for schools' implementation programs, parent participation, and available programs. (RH)
