This symposium for the general public was designed to foster citizen awareness and evaluation of and response to changes in the traditional availability of federal government information that limit public access. Following a list of acknowledgements and the program schedule, welcoming remarks by Maxine R. Haggerty, chair of the Utah Library Association Government Documents Round Table (GODART), and introductory remarks by Ted Wilson, Director of the Hinckley Institute of Politics, are presented. In addition, the full text is provided for the following symposium panel presentations: (1) "President Reagan, the Regulars Are Coming!" (J. D. Williams); (2) "Trends in Our Society and Government That Are Challenging Traditional Concepts of Access" (Eileen D. Demac); and (5) "Legal/Constitutional Aspects of the Changing Patterns of Access" (Scott M. Matheson, Jr.).
