Policy Studies as a Tertiary Curriculum: Postgraduate Courses in Public Policy.

Public administration, long considered a poor relation of political science in Australian academic circles, has recently been revitalized by a new concentration in public policy studies. This paper summarizes the efforts of 10 Australian universities to develop public policy degree programs, describes University of New England's new program, and discusses issues in constructing policy studies curricula. Most new programs are multidisciplinary and include political science, law, sociology, industrial relations, history, accounting, and organizational theory. Since 1985, University of New England has developed postgraduate and master degree progams in public policy based on course offerings in six different departments. Such programs have developed so quickly that a number of issues surrounding course content, clients' needs, faculty composition, and teaching materials are yet to be resolved. To serve a middle management clientele, courses should have correct interdisciplinary balance, provide a wider political and social context useful to practitioners, and stress quantitative and economic skills. However, an inability to attract practitioners into teaching may be a good reason not to make policy studies programs too narrowly vocational. Although case studies offer the best method for interweaving interdisciplinary strands, suitable materials are hard to find. Three appendices are included. (MLH)
