This paper presents (1) a case for the establishment of a national resource center in developing countries to train vocational trainers and to provide a place for further research in these areas and (2) guidelines for the development and operation of such a facility. The paper is organized in 12 sections. After three sections that establish a need for a national resource center, information on establishing and operating such a facility is provided in the following eight sections: (1) description of the Philippines National Resource Center; (2) users and target groups; (3) production of learning materials; (4) provision of consulting services; (5) the institutional framework of the center--options for establishing the center as a separate entity or as part of an attached agency; (6) management of a center, including budget, planning, staff, premises, and equipment; (7) international and regional cooperation; and (8) evaluation. The final section concludes the case for a center as needed for industrial development and states that a center should use the indigenous resources and existing facilities of each country to the maximum.
