This report is a resource document which includes a catalog that explains how formulas for federal programs are used to allocate assistance to state and local governments. In addition, it provides information on the agencies and congressional committees that have jurisdiction over these programs, the amount of money allocated through these programs, and the sources and timeliness of the statistical data used in making funding allocations. An introduction to the catalog describes its objectives, scope, methodology, and format. The catalog itself is divided into 16 sections that provide the following information on programs of the 16 executive departments and agencies that made grants to state and local governments in fiscal year 1984: (1) program name and Catalog of Federal Domestic Assistance identification number; (2) program objectives; (3) federal agency; (4) governing authority; (5) financial information; (6) formula narrative; (7) mathematical structure; (8) definitions; (9) data sources; (10) matching requirements; (11) maintenance of effort requirement; and (12) comments. Also included are four appendixes giving summary data on formula grant programs, tables and figures of statistical data, and a glossary. (PS)
