The scope and operation of student financial aid programs in New York State are described, and suggestions to improve access are offered. The following state-administered programs are examined: the Tuition Assistance Program (TAP), Regents scholarships, and student loan programs. Data are provided on the types of student aid and numbers of new scholarship and grant awards in 1985-1986, as well as the total number of student loans. Federal student aid programs in New York are also considered, including the Guaranteed Student Loan Program, Pell Grants, Supplemental Educational Opportunity Grants, National Direct Student Loans, and College Work-Study funds. An analysis of TAP trends for 1984-1986 covers number of recipients, utilization rates, payments by sector and level, and award average. In addition to discussing the relationship of state, federal, and college student aid programs, summary data for 1983-1985 are presented on the distribution of governmental and institutional aid programs at degree-granting schools. Regents' recommendations concern: increasing awards for low-income students; awards for graduate dependent students and for independent, single undergraduates without dependents. (SW)
