The Comprehensive Plan for the Office of Vocational Rehabilitation (OVR) in New York State contains both long-range goals and short-term actions for the next 20 years with a series of specific actions proposed for the current 3-year (1985-87) period. The first chapter provides program background with sections on OVR'S mission, recent trends in vocational rehabilitation, and the current program. The next chapter identifies long range goals and policy directions for the following areas: rehabilitation service entitlement, training for the future, coordination of services, and stimulus for employment. The last chapter provides the action plan with a detailed statement of issues and plan of action. Among the eight issues examined are the state's commitment to the provision of a full range of rehabilitation services through the provision of adequate funds, the role of independent living, and rehabilitation models for addressing changing needs. The action plan is presented in a series of charts organized by the eight issues and their specific goals. For each goal, action descriptions, methods, and expected outcomes for each of three years (1985-1987) are given. A one-page supplement describes the process used in developing this comprehensive plan. (DB)
