Toward Excellence and Equity: Elementary Education in Dade County.

This report presents specific recommendations for the continuing improvement of the elementary education provided by Dade County Public Schools (DCPS), Florida. Following a list of the 31 major recommendations and an introduction, the recommendations are discussed in greater detail. This discussion is organized around these themes: (1) setting and implementing goals; (2) school-based management; (3) inner-city schools; (4) principals; (5) ability grouping; (6) reading instruction; (7) Spanish instruction; and (8) the Alpha Program, a behavior modification program. The report asserts that minority education should be recognized as the paramount problem facing the DCPS today. The entire system should convert to school-based management (SBM), and sizeable bonuses should be paid to the staffs of outstanding schools. Converting to SBM would involve revising school performance and responsibility requirements. A major increase in the Florida Tax base should be considered to fund school construction, and the renovation needs of schools in older neighborhoods should not be neglected when those of newer neighborhoods are met. Classes should focus on higher order cognitive skills, and enrichment programs should be started in every school. Inner-city schoolchildren should be provided with more opportunities to read, and more Spanish instruction, for native and non-native speakers, is needed. The Alpha Program should be established in each school with a large group of disruptive students. Also included is a list of persons interviewed for the report, and an annotated bibliography. (KH)
