The Fort Worth (Texas) Board of Education, Superintendent, and Texas State Legislature have implemented changes in the schools to increase student learning time. The purposes of this study were to determine (1) the percentage of allocated class time used for instruction; and (2) whether overall time utilization has changed since a similar 1979-80 study. All high schools, middle schools, and 24 randomly selected elementary schools were included. One language arts and one math class at grades 4, 7 and 10 were randomly selected from each school for observation. Research findings showed students currently enrolled in the Fort Worth Independent School District (FWISD) are spending a larger proportion of allocated class time in instructional activities than their 1979-80 counterparts. Conclusions were made that (1) learning time has increased in FWISD; (2) teachers have developed more effective procedures for handling noninstructional management activities; (3) identifiable class objectives increased the percentage of students on task; and (4) use of audiovisual equipment was very sparse. Recommendations were made that staff development should be continued in the area of Outcome Based Instruction; greater use of audiovisual equipment should be encouraged; and direct instruction and practice with teacher supervision should be maximized.
