The Arizona Vocational Education Act of 1982 established countywide planning councils composed of representatives of secondary schools, community colleges, proprietary schools, employment and training, government, business and industry to coordinate the vocational education planning process. This progress report reviews the councils' implementation of 1986 objectives, outlines objectives for 1987, and offers recommendations. After section I provides an executive summary of recommendations, section II introduces the 5-year plan for county vocational education adopted for 1984 to 1989. Section III reports on progress related to the articulation of programs and resources; opportunities for coordination between public and private schools; labor market demand and program priorities; placement, follow-up, and program evaluation; career information and guidance; program improvements; and funding priorities. Section IV presents objectives for 1987 with respect to the same areas. Section V offers recommendations related to: (1) the removal of barriers to articulation; (2) consideration of rural community needs; (3) funding of career guidance and placement systems; (4) funds earmarked for county planning; (5) incentives for business and industry support and participation; (6) the Arizona Department of Education's funding priorities; (7) basic skills education; (8) student follow-up; (9) removal of artificial distinctions in industrial education programs; (10) updating of home economics programs; and (11) evaluation of vocational education standards. Appendices include inventories of training programs by county and employment forecasts for Arizona. (EJV)
