The proposals presented in this report were developed by the Joint Committee for Review of the Master Plan for Higher Education with the intention of strengthening the capacity of the California community colleges to meet the state's emerging economic and demographic needs. After section I provides a general introduction and statement of intent, section II addresses issues related to access to education and student success, with proposals concerning assessment, counseling, and placement. Section III focuses on mission and function, including proposals related to transfer and vocational education, remediation, English as a Second Language, adult education, and fee-based community services. Section IV presents proposals regarding faculty, administrators, and staff, which deal with credentials; recruitment; affirmative action; part-time faculty; tenure; collective bargaining; student services staff; personal, professional, and intellectual development; and institutional development. Section V deals with community college governance, including recommendations related to the state board of governors, district governing boards, and campus governance. Finally, section VI makes proposals regarding community college finance. Dissenting opinions from the committee are appended. (EJV)
