Policy Analysis on the Implementation of an Expanded Multi-Track Year-Round School Program. Planning Department Report.

This report, part of a long-range plan by San Diego Unified School District, California, investigates the extent to which the multitrack year-round program should be expanded to meet facility and curriculum needs. The report is divided into seven sections. Section 1, an issues statement, is followed by a background section and a section describing methodology. Methodology involved gathering background information, interviewing year-round administrators, visiting year-round schools, and identifying task assignments. In section 4, task assignment findings are presented in 15 areas, including definition of year-round schools, research on achievement, and effects on educational services, community relations, and personnel services. Section 5 concludes that the program should be expanded because it will provide facility relief and because of successful implementation elsewhere. Further planning should determine the appropriate calendar and cost implications. Section 6 lists recommendations and section 7 offers observations. Recommendations include expanding the elementary and secondary programs and coordinating implementation with cluster areas. The revised schedule should be used to solve facility use needs, reduce school size, and accommodate more students. Observations include comments on the importance of the principal in implementation, on the status of the cost/benefit analysis, and on planning and other issues. An appendix, which comprises over one-half of the report, provides task assignment reports and a listing of the advisory committee. (CJH)
