This summary of a forum for migrant educators defines dropout issues, explores solutions and models of service, and offers recommendations to address the needs of out-of-school migrant youth. Notes from forum workshops and summary task force reports deal with dropout identification/needs assessment, dropout/enrollment/graduation data, interagency cooperation, model migrant dropout programs, and expanding migrant services to dropouts. Notes extracted by the editor from original task force sessions supplement task force reports. Needs identified during the forum include: a nationwide agreement that migrant dropouts should be served by the Migrant Education Program; a nationally accepted definition of dropout; nationwide use of Migrant Student Record Transfer System to include dropout code; collection of data on graduates/dropouts; continued interstate coordination of secondary issues; increased coordination between state migrant education projects and other agencies serving high risk youth; intrastate/interstate dissemination of information about resources serving dropouts; more work/learn options for dropouts; service to all dropouts age 3 to 21; establishment of minimum services to all dropouts; alternative educational and life survival programs; and national advocacy for needs of migrant dropouts.
