Management Information Systems Progress Report.

An overview is provided of progress in the development of a management information system for the California community colleges. First, background is presented on the current Uniform Statewide Reporting System (USRS), and problems with the system are identified and discussed (i.e., lack of student outcome information, unintegrated data, lack of coordinated information collection procedures, inadequate data quality, insufficient support for systems development, and lack of data access for state or local use). Next, the design principles guiding the development of a new management information system are discussed, highlighting needs for management information to promote accountability, for data integration, for an increased emphasis on data quality, for longitudinal data, and for system flexibility and access. The basic components of the system are described next, including data on students, faculty and staff, curriculum, facilities, finance, student services utilization, and district and college information. After briefly comparing the taxonomies available to afford uniform program classification, the report offers an update on the development of a feasibility study report on the costs and benefits of the proposed information system. Finally, major implementation issues are identified and plans for future development activities are discussed. An overview of the design of the state-level information system is appended. (LAL)
