Key issues in higher education management and finance in China until the end of the century are examined, along with the effect of recent education reform. Attention is directed to: the government's plan for long-term expansion of higher education posed as three alternative targets for enrollment growth; estimated demand for and supply of university graduates in the year 2000; projected demand for technicians and engineers in the year 2000; the recurrent cost structure of conventional universities; current practices in the planning, design, utilization, maintenance, and management of university facilities; school accounting; and the financial feasiblity of plans for developing higher education. Specific concerns include: the distribution of costs by category of expenditure, the relationship between unit costs and size of enrollment, and policies on student subsidies and cost-sharing. Data are included on: enrollment by type of institution; projected enrollment of conventional universities, 1983-1990; student expenditure per year on fees, textbooks, and materials; sources of revenues for operations; and expenditures by object.
