The Responsive College Programme is a centrally funded and organized activity encompassing a varied range of 10 local projects in England from whose experience it is hoped to obtain lessons for public sector education and training. The central/local nature of the enterprise imposes both the necessity of operating within broad, general constraints to facilitate cooperation, exchange, and comparison, and of shaping individual projects to reflect local needs. The general aim is to foster greater customization in the delivery of training packages by involving clients in constructing such packages and evaluating their delivery, and subsequently making necessary changes in college and local education agency provisions. This document contains an overview of the Responsive College Programme and the following four papers, of which the first three were presented at a conference in the summer of 1986: "Responsiveness: A Two-Way Process" (Geoffrey Holland--Director, Manpower Services Commission); "An Industrial View of Training Needs" (John Berkeley--Manager, Training Planning, Austin Rover Group); "Responsiveness: An Industrial View" (Simon Sperrin--Chief Executive, Manchester Chamber of Commerce and Industry); and "The Responsive College Programme: The Product Cycle" (Ernest Theodossin--Deputy Director, Responsive College Programme, and project coordinators from various regions).
