A study of the conditions and resources of teachers sought to assess, through a national survey of 1,789 elementary and secondary school teachers, the degree to which four factors--job resources, decision making, communication with building-level administrators, and correlates of teacher satisfaction and career commitment--affect the teachers' professional performance. Findings indicated that: (1) Teachers do not feel that they receive the resources they need to carry out their jobs effectively; (2) Teachers do not have the opportunity to bring their professional expertise to bear in decision-making; (3) Communication between teachers and building-level administrators is less frequent than desired; and (4) Teachers feel that building-level administrators do not exhibit the characteristics of supportive leaders. This detailed report presents information on the survey methodology, the survey instrument, tabular display of data, and implications for the future of the schools. (CB)
