This third supplement to the Florida master plan for postsecondary education considers resources and barriers to education for disabled students and offers 21 recommendations. To provide a foundation to discuss the needs of disabled students, characteristics of the following major functional impairments are described: hearing impairment, learning disabilities, visual impairment, and mobility impairment. A statistical overview based on available national and state data is included that describes disabled individuals in both educational institutions and the general population. Attention is directed to policies, programs, attitudes, and architectural features that either help or hinder disabled students. In addition to federal legislation and Florida legislation, the following programs are discussed: the Auxiliary Learning Aids Program; the Office of Vocational Rehabilitation, Department of Health and Rehabilitative Services; Division of Blind Services, Department of Education; Division of Vocational Education, Department of Education; Division of Public Schools, Department of Education; Florida Diagnostic and Learning Resources System; Supplemental Security Income program; and Social Security Disability Insurance.
