The report attempts to summarize and update the desegregation activities required by the settlement of the Mona Bronson vs. the Cincinnati Board of Education litigation in 1984. It is meant to serve as both an historic documentation of the efforts of the school district to fulfill the stipulations of the settlement and as an evaluation of the outcome of those efforts. The Taeuber Index of Dissimilarity is used to measure results. A sizeable drop of nearly four points at the elementary level has been tempered by a "zero gain" at the secondary level. Another critical program, the Lowest Achieving Schools (LAST), had mixed results after its second year of operation, though most of the seven schools involved are showing improvement. The following issues are discussed in the report: (1) alternative schools; (2) open enrollment programs; (3) staff racial balance; (4) tests and policies; (5) isolation within buildings; (6) improvements in low achieving schools; (7) extracurricular activities; and (8) district/city housing. Tables and statistics are included, along with the text of the settlement agreement, settlement agreement status reports and management plan for settlement activities. (PS)
