Defined Minimum Program for South Carolina School Districts.

In 1976, the State Board of Education of South Carolina approved a final, revised definition of the minimum educational program that school districts could offer. The Defined Minimum Program for South Carolina School Districts became effective on July 1, 1977. This document presents the current version of that definition, including revisions made as a result of actions taken since June 5, 1980. The document was reprinted, with final revisions, May 1, 1986. The document's introduction reviews the statutory base for the program mandate and describes the accreditation process to which all districts must submit. Subsequent sections of the document display in outline format the standards that districts must meet in seven areas: (1) the district board of trustees, (2) district operations, (3) educational programs for kindergarten through sixth grade, (4) programs for grades 7-8, (5) programs for grades 9-12, (6) vocational education programs, and (7) adult education programs. The standards in the first two areas concern the board's powers and duties, district organization and administration, school improvement councils, district reports, public access to budgets, developmental and remedial programs, central staff services, and management and records systems. Standards for the educational programs themselves concern qualifications of personnel, the curriculum, administrative organization, graduation requirements, and related information. Appendixes list courses approved for inclusion in the curriculum and areas in which teachers must be certified to teach specified subjects. (PGD)
