What Is the Penny Buying for South Carolina? Assessment of the Second Year of the South Carolina Education Improvement Act of 1984.

This assessment of the second year of the South Carolina Education Improvement Act of 1984 presents an analysis of information in six areas important to improving education. This trend information can be used to determine whether proposed benefits of the act are being realized. The first chapter reviews trends in student test scores and other academic indicators assessing the success of academic performance initiatives. The second chapter examines services to groups of students including early childhood development, compensatory and remedial mathematics and reading programs, gifted and talented programs, advanced placement courses, and vocational education. Chapter 3 deals with services to school personnel, emphasizing the importance of quality professional staff as fundamental to quality education. Chapter 4, on school conditions, focuses on positive school climates and conditions as factors related to improved student performance. The fifth chapter highlights community involvement, stressing the role of parents, community, and business as partners with the schools in the education process. Chapter six examines public confidence and its link to the strength of a public education system. The seventh chapter outlines recommended changes in the teacher and principal incentive programs, respectively.
