In 1980, the New York City Board of Education set reading standards that fourth- and seventh-grade students were required to achieve before being promoted. The Gates Program was established to provide remedial education to those students failing to meet the standards. A total of 15,705 students in the two grades failed to meet the standards in April 1984 and were eligible for Gates classes. Of these, 78.1 percent met the criterion in August 1984 or in January or April 1985. This success rate was comparable to that of the Gates Program in prior years. The Promotional Policy Program, of which the Gates Program is a part, appears to have had a consistently positive effect on academic achievement, though some special education students, students who had been promoted after spending an unsuccessful year in the Gates Program, and students with limited English proficiency made smaller gains than did the Gates population as a whole. Eleven tables present data on the program's achievements. Appendices present an accounting of reading-eligible Gates students included in full-year gains analyses over the program's 4 years, and describe statistical adjustment of pretest scores to account for regression to the mean.
