In 1984-85, the New York City Public Schools received $2,374,686 from the state legislature to operate the School Community Education Program (also known as the Umbrella Program). The program consisted of 46 different projects designed to provide innovative solutions to local educational and school problems. Thirteen of these projects, providing reading, mathematics, writing, and English instruction, are evaluated in this volume of a four-volume set. Each evaluation report describes the project briefly, identifies the evaluation methodology, presents the findings, and provides recommendations for improvement. Copies of program-developed assessment instruments are provided when appropriate. The projects evaluated in this volume are: (1) Project Turnabout (reading, elementary level); (2) the Harlem School-Community Tutorial Project (reading and mathematics, grades 2-12); (3) Project Tutoring: Walk and Talk (English as a second language, elementary); (4) the Improving Competency Skills Program (reading and mathematics, out-of-school high school students and adults); (5) the Parent-Teacher Teams Program (reading and mathematics instructional support skills, parents); (6) the Learning Mathematics through Art Project (mathematics, grades 3-4); (7) the Publishing Activity Center Program (career awareness, reading, and writing; elementary); (8) the Students-Parents as Partners Program (reading and mathematics, grades 3-6); (9) Project Second Chance (reading, grades 4-7); (10) the Media Resource Center Program (writing and speaking, grades 3-6); (11) the Promoting Experiences in Readiness Training Project (reading, grade 1); (12) Riverdale Preparatory Academy (enrichment and basic skills, grades 8-9); and (13) the Writing Improvement through Photography Program (writing, grades 4-6).
