To promote uniformity and continuity, standards have been established for planning, implementing, and evaluating student health programs provided by grade K-12 migrant education programs throughout California. In this Spanish language edition, state-mandated health requirements, the rationale for supplemental services, methods of providing supplemental services, and community resources are defined for physical examinations; hearing, vision, and scoliosis screenings; immunizations; dental screening; nutrition; child abuse; mental health and counseling; health education for students, staff, and parents; the Migrant Student Record Transfer System (MSRTS) medical record; and special education. To comply with enabling legislation, the California State Department of Education will assist local educational agencies to ensure that migrant children participate in all federal/state-mandated school health services; identify physical, emotional, and social problems that interfere with the educational process; remediate identified health problems; maintain current medical information using MSRTS; provide preventive health awareness for migrant students, parents, and staff; refer handicapped students to local Department of Rehabilitation offices; and establish liaisons for local handicapped identification and referral.
