This handbook is designed to assist staff development committees in planning and conducting effective staff development programs. Administrative rules governing the establishment of staff development programs are set forth and clarified. A model for staff development describes the following steps for developing a program: (1) establish a board policy; (2) create a planning committee; (3) assess needs; (4) specify objectives; (5) make appropriate selections among various inservice options; (6) identify inservice resources according to identified needs; (7) develop budget; (8) design program; (9) implement program; (10) conduct evaluation; (11) perform follow-up; and (12) create a plan. The appendices include model forms for: (1) needs assessments; (2) budget; (3) inservice readiness checklist; (4) evaluation; (5) staff development checklist; and (6) sample staff development plans.
