Time as a Factor in Test Performance in a State Mandated Testing Program.

To alleviate the possibility that Florida's College Level Academic Skills Test (CLAST) is biased against non-native English speakers because of its time limits, additional time was allowed for some samples. CLAST, designed to measure communicative and computational competence in college sophomores, has four subtests: reading, writing, computation, and essay. The research design, using four groups, allowed 20 additional minutes for one subtest and 10 additional minutes for another subtest. CLAST normally requires 3 hours and 45 minutes. One sample included 598 students and another sample included 659. The racial and ethnic composition of the two samples were 63 and 55 percent Caucasian, 23 and 27 percent Hispanic, and 7 and 14 percent Black. At the end of testing, students completed a questionnaire assessing the adequacy of allowed time. The results were based on small sample sizes, especially for Blacks, and should be viewed as tentative. The low failure rate also limited the ability to define relationships among the variables. Based on findings from the two field tests, it was concluded that no significant relationships could be found between extra time, racial/ethnic characteristics, and performance on any of the subtests.
